〔自由時報記者劉力仁、邱奕統、蘇金鳳、劉婉君、方志賢、黃旭磊／綜合報導〕缺水危機持續擴大！昨天北部桃園、林口夜間減壓限水，高雄地區下週五跟進，全台水情嚴峻。台南嘉南灌區採供八日停八日，在不影響稻作生長原則下，節省用水。

高雄下週五起夜間減壓供水

水利署昨天宣布，高雄地區將於三月二十二日燈號由綠（水情稍緊）轉黃（第一階段限水），屆時將實施夜間減壓供水，嘉義地區水情燈號昨天由藍（水情正常）轉綠（水情稍緊），呼籲全民節約用水，渡過用水難關。

水利署副署長田巧玲表示，考量春雨不如預期，且氣象局預報梅雨季前降雨都可能偏少，水利署昨天決定高雄地區及嘉義地區進入下一個水情燈號。

田巧玲說，實施夜間減壓措施地區，每天晚上十一點起到翌日清晨五點降低水壓，減少自來水供應，由於大多數民眾夜間用水量少或備有水塔，影響較不明顯，但位於管線末端或地勢較高地區的民眾，需利用日間儲水備用。

昨天晚上在桃園縣及新北市林口區實施的夜間減壓供水，約可節省三％至五％的用水。

翡翠水庫昨天有效蓄水約八成五，蓄水狀況平穩，翡管局長劉銘龍表示，已成立水情防旱工作小組嚴控水情，預估到五月底供應大台北地區用水無虞。

田巧玲表示，供應嘉義地區民生用水的蘭潭及仁義潭水庫，有效蓄水量都已經降至五成以下，水情告急；南部曾文水庫有效蓄水量降至十七％，已經協調嘉南農田水利會「供八天、停八天」。

高雄地區依賴的高屏溪川流水，上游旗山溪灌注的水量少了四成，而曾文及南化水庫供應台南用水已經吃緊，可能也無力支援高雄地區用水，因此進入第一階段限水。

田巧玲表示，過去十年間，最嚴重缺水年是民國九十二年，目前的水情，僅比九十二年同期稍好，但比歷年平均水量差，全台水情可用「嚴峻」形容。

水利署將視氣候狀況實施人造雨，儘量增加集水區的雨量。

北部重要水源的石門水庫上空昨天雖然是陰天，但雲層不夠厚，不允許實施人工增雨，水庫水位持續下探來到兩百卅二．二七公尺。

北區水資源局副局長簡昭群表示，今年一到三月降雨量不到七十毫米，這波鋒面本來要啟動人工增雨，但天候條件始終達不到，可能要下週一才有機會。

另外，高屏溪十五日河川逕流量僅餘每秒十三．一立方公尺，是十三年有資料記載以來同期最低，且持續遞減，而曾文水庫到昨天的蓄水量又只有十七％，因此將自二十二日開始在高雄地區實施第一階段夜間減壓供水。

曾文水庫和烏山頭水庫合計有效蓄水量的嚴重下限為一億七千萬噸，昨天兩水庫有效蓄水量一億五千萬噸左右，已低於嚴重下限，在卅九年來排名倒數第十位。■ 更多精選照片，請看今日圖輯
